Karnali Becomes the First Village of the Gujarat State to Launch SmartCity-311 App

Karnali is a village in Dabhoi Taluka in Vadodara District of Gujarat State. It is situated 58kms towards South from District headquarters Vadodara. Union Finance Minister Arun Jaitley has adopted four villages of the Dabhoi Taluka, including Karnali, Pipaliaya, Vadiya and Baglipur. Recently, he spent a night in Karnali village as he wanted to develop and transform a Karnali village into a modern village.

“It is my dream to transform Karnali village into one of the most modern villages in the entire country,” Jaitley said rolling out a transformation plan for the village, which he adopted under the ‘Sansad Adarsh Gram Yojna’.

With the main aim to make use of technology in collaboration with the administration, Arun Jaitley has launched an application named “Karnali-311” on 25th May 2015 in the presence of Rajmata of Vadodara Shubhangini Raje Gaekwad.

Karnali-311 is a voice raising platform for citizens to report non-emergency issues to the government to track, manage and solve issues. While launching the application, Jaitley said, “The new app is like having civic services on your phone”.

Moreover, the application comes with five different modules, comprising public grievance, field work monitoring, GPS attendance, GPS road checking and project tracking. Each module of the application comes with different features and benefits for citizens and government departments.

Using public grievance module, the citizens of the Karnali, Pipaliaya, Vadiya and Baglipur can report non-emergency issues like potholes, garbage, water logged streets and more to the government department and get an assurance to get it resolved in specified time period.

The second module of the Karnali-311 application is field work monitoring, enabling the field reporters of the government department to report from the field with a photo of the location, date, exact time and location. The module allows the senior officers and the management team of the government department to track down the progress of the mentioned field.

However, the third module of Karnali-311 app is GPS attendance that uses GPS and GPRS technique to overcome the limitations of the obtainable RFID and FingerPrint technology. Using this module, the officers can mark their attendance online, enabling seniors to track down the attendance of their staff members and check how many total employees are present and in which area they are present.

While the fourth module is GPS road checking for field technicians and road inspectors that replaces the paper-based information about road construction details, material testing, inspection and more. The module has made it easy to send electronic reports to seniors with pictures of the constructed roads, date, time, location, name of the contractors and other information about the material that used while constructing.

The fifth module Project Tracking is developed to track down the big projects of the villages that are undertaking in the Karnali village. Using this module, the field engineers can easily track and manage the physical and financial progress of the government projects like constructing the bridge, water supply, drainage, etc. The senior officers can track the progress of various such big projects of Karnali, Pipaliaya, Vadiya and Baglipur villages.

The citizens and government officers of the villages can download this application in their smartphones as it is obtainable for iPhone and Android devices.
